IMPORTANT PLEASE READ – Change of service

As you may be aware, the borough is facing a challenging financial position and aims to make nearly £6 million worth of savings in the budget for 2020/21. These budget savings are being made throughout the range of services the borough currently supplies including: supported employment, support for unpaid (family) adult carers, discounted parking for residents, community wardens and the community and voluntary sector. This is also an opportunity for the borough to streamline the number of contracts with external organisations and optimise the use of their Local Authority Trading Company, Optalis. These changes and other measures, such as an increase in Council Tax, were discussed and final agreement made at a meeting of the full council last night.

We are writing to tell you that after our current contract ends on the 31st March 2020 we will no longer be funded to provide a dedicated independent adult carers support service for the borough.

Under the Care Act 2014 the local authority has a duty to assess the needs of unpaid carers and, where there is evidence of eligibility of need, help to arrange support – although this can be subject to financial assessment. Optalis have been doing these assessments and will continue to do so. SIGNAL have referred carers for these assessments, supported carers to complete them and chased up assessments when there have been delays. We will no longer be able to do this.

Under the Care Act 2014 the local authority must provide information, advice and preventative services for carers even if they have not met the eligibility criteria or do not want to undergo an assessment. SIGNAL have provided this service since 2016 but we will no longer be funded to do this.

There are also national organisations such as Carers UK or Carers Trust which can be great sources of information, local support groups and organisations such as Alzheimer’s Dementia Support (ADS) and Age Concern Windsor who provide support for carers and the people they care for – although these do tend to be condition/age specific. The borough continues to fund the Young Carers service run by Family Action.

You can also receive independent and advice on all local health and social care services from Healthwatch Windsor, Ascot and Maidenhead.

Signal will continue to operate. Social events and projects, such as the carers grant we administered last year for Berkshire Community Foundation, have provided much needed respite and relief from social isolation for carers. We will continue to seek funding for projects that benefit carers.

A smooth transition

If you are signed up to SIGNAL you agreed that we could collect and store your personal information while running the independent carers service for the council and that these could be transferred to any successor organisation. Because there is no longer going to be any similar organisation we need to know what you would like us to do with your data.

Please contact us and let us know the answers below. You will need to do this even if you want to just remain on SIGNAL’s database for social events and any future carer support projects.

If we do not receive an email back by the 31st March 2020, we will delete your details after our final contract monitoring.

We have loved working with carers in the last 4 years and hope to continue to work with you, albeit in a more limited way, in the future.
